NEWS: Transition to Renewable Energy Approval

BACKGROUND ON ENVIRONMENTAL APPROVAL
The Adelaide wind project achieved substantial completion under the Environmental Screening process, having filed a Notice of Completion in June 2009. The project then progressed through the old Environmental Screening process but did not complete the process due to new Renewable Energy Approval (REA) regulations being introduced, pursuant to the Green Energy and Economy Act. The new REA Ontario Regulation 359/09 came into force on the 24th September 2009 and the Adelaide project is now being transitioned from the old Environmental Screening Report (ESR) process to the new REA process. Given the amount of progress that the project made under the old Environmental Screening process the Adelaide project is being transitioned to the new REA process. The nature of the transition means that Air Energy TCI Inc and Golders have produced an REA addendum document that is to be read in conjunction with the original ESR. Together the two documents (ie the original ESR and the recently produced REA addendum) represent the justification for the project to gain an REA approval. The draft REA addendum and the original ESR are available for download from the links below and a copy has been deposited at: Middlesex library, Strathroy library and the office of the Township of Adelaide Metcalfe.

FEED-IN TARIFF PROGRAMME
In addition to the changes in the environmental regulations governing the approval of wind energy projects, the Green Energy and Economy Act provided for the Ontario Power Authority (OPA) to introduce the Feed-in Tariff (FIT) Programme. The FIT programme provides for a guaranteed payment to qualifying wind energy projects that can connect to available transmission infrastructure. Air Energy TCI Inc are currently working on a financial structure that will see the Adelaide project submitted into the FIT programme by the end of November 2009. The FIT programme requires that all projects comply with certain regional content requirements, this combined with the fixed tariff mechanism has lead Air Energy TCI Inc to review the type of wind turbine technology proposed for the project. This has lead to a change in the turbine manufacturer from a Vestas 1.8MW V90 to a GE 1.5MW wind turbine. The changes in project impacts are summarised in the REA Addendum document provided below, to be read in conjunction with the original ESR document.
